If you have a Fujifilm camera with hybrid viewfinder and cannot switch between optical/electronic viewfinder, take a look at your ELECTRONIC LEVEL SETTING.
It isn’t really mention explained in the in-camera menu, but apparently if you set it to 3D, the camera automatically switches to the EVF, and the OVF is not available.
This might not be the only thing that prevents switching between OVF and EVF, but this one fixed my issue.
Hopefully it can fix yours as well.
